13. PRESENT JOB PROFILE (21 YEARS)
At present working as Senior Deputy General Manager (Business Promotion) in Rajasthan State Industrial Development & Investment Corporation Limited, (RIICO), a Rajasthan Government Undertaking, Udyog Bhawan, Tilak Marg, Jaipur. Now eligible & due for promotion to General Manager. Initially, joined RIICO as an Assistant Manager in January, 1978.
RIICO is an apex agency of the State Government for fostering the growth of industrialisation in the State. The main functions of RIICO are promotion of industries in the State by granting financial assistance (term loan & equity participation) in the joint and assisted sectors, promotional activities like project identification, consultancy,escort services and development of industrial and social infrastructure facilities (245 industrial estates,export promotion park, amusement park etc.).
1. JOB RESPONSIBILITIES IN RIICO
In RIICO during last 21 years, I got opportunities for job rotation and job enrichment to have wide knowledge about project identification, obtaining letter of intent from Central Government, project appraisals, consultancy, business promotion, project implementation, project supervision & follow-up, modernisation & rehabilitation of sick units. I was closely associated with more than 800 industrial projects. My experience in different activities of RIICO are given as below :
(A) Industrial Development
Presently I am posted in the Business Promotion Division of the Corporation & look-after the following activities :
SPECIAL ASSIGNMENTS
1. Udyog Shri Equity Scheme
The Udyog Shri Scheme is one more step on the part of RIICO to encourage professionals to set up industries for those who have the requisite knowledge of technology,marketing, finance etc. but may not be having sufficient equity for setting up an Industry. The Udyog Shri Scheme is being looked after by me and within a year's time, the Udyog Shri scheme has generated an investment of more than Rs.1,200 million by the professionals.
2. Mega Agro-based industrial complexes in Indira Gandhi Canal Area.
For utilising the vast desert land under the command area for the large industrial projects based on captive farming/ plantation is being propagated to be set up in the Indira Gandhi Canal area between Bikaner & Jaisalmer districts. Each Agro-industrial project would be allotted 500 hecters & more land.
In the first phase,large integrated complexes with captive farming with the minimum investment of Rs.1,500 million wil be set up along the Indira Gandhi Canal area. Simirly,large rayon grade viscose pulp project of GRASIM at cost of Rs.10,000 million is proposed in Bikaner District to utilise the available Eucalyptus plantation and also to allot waste land for soft-wood plantation.
3. Rural Non-Farm Sector
To create more rural employment and use of the available resources in the State for the value addition, the State Government has launched a new Policy "Rural Non-Farm Sector" for wool, minerals and leather sectors. Under the scheme, special concessions & incentives, support for training for the manpower etc. will be provided by the State. I am looking after the wool sector to be developed in Rajasthan.
4. Special Complexes
To give impetus of the theme based industrial estates, few new complexes are being developed in the State with Quality Infrastructure & Social Infrastructure.
Hosiery complex is being developed in the 350 hectres of land near Bhiwadi, District Alwar to cater the cotton, synthetic& wool knitting industry by creating the exclusive supporting facilities like Design & Training Centre, Fashion Complex, Central Effluent Treatment Plant etc.
Wool complexes are being developed at Bikaner (95 hectres) & Beawar (90 hectres) - major centres of raw-wool trading and industry.
Textile city is being developed at Bhilwara in 215 hectres which is known as major textile centre of the country.
Infrastructure Nodal Officer for two districts for development, implementation and monitoring of 14 industrial estates in these districts. The annual budget is Rs.800 lac. At present 3 new industrial estates are under implementation in these districts.
Nodal officer for creating Telecom facilities in the industrial estates/ccomplexes and also to co-ordinate with Department of Telecommunication.
Professional Institutions Nodal officer for helping State Government for establishing Engineering Colleges, Polytechnic Colleges, ITIs, Central Institute of Plastic & Engineering Technology (CIPET), Medical Colleges etc.
Leisure City Complexes.
Presently engaged in promoting Leisure City Complexe (LCC) in 200 hectres of land near Jaipur with an investment of Rs.5,000 million. Tender documents for international bid are being prepared. L.C.C would be similar to Sun City in South Africa.
5. Agro Industrial projects on wasteland .
(B) Investment Division (Follow-up , Monitoring , Recovery & Rehabilitation)
A few activities which were looked after by me are given below :-
Project appraisals (technical & financial) for the sanction of financial assistance.
Pre-investment inspections of project.
Analysis of progress reports received from companies.
Post disbursement inspections of projects (under term loan & equity assistance).
Valuation of assets.
Costs & time over run estimates of the project.
Approvals for change in project scheme at the time of implementation of the project like change in building
parameters, Machine layouts,change in machines/equipments specifications.
Building plans approval to estimate the real cost of civil works.
Periodical inspections of units under production.
Financial analysis of balance sheets, profit & loss account, books of account, product costing etc.
Reschedulement of outstandeing payments.
Rehabilitation of sick & closed units by preparing packages as per BIFR guidelines..
Consortium meetings with State & Central financial institutions and banks.
Conducting studies and analysis of inter-firm comparisons to have close follow-up of industries.
14. WORK EXPERIENCE IN OTHER COMPANIES
Worked in Swadeshi Khandsari Udyog, Shankarampet, Distt. Medak (A.P.) as Production & Maintenance Engineer from October 1972 to December, 1977 (5 years).
Apart from above,rendered consultancy on project implementation & execution to number of industrial projects.
